Alliance Alert: We are encouraged by today鈥檚 federal court ruling striking down the Trump administration’s restrictive definition of “medically frail” under the upcoming Medicaid work requirements. While this decision does not eliminate the new work requirements, it could allow more people with significant health conditions, including mental health and substance use challenges, to qualify for exemptions and maintain their Medicaid coverage.

Importantly, the ruling also requires states to wait at least six months after the work requirements take effect before disenrolling individuals who claim a medical exemption. This additional time will allow states to update their verification systems and could help prevent eligible people from losing access to essential health and recovery services.

Although this is a positive development, significant concerns remain about the administrative burdens and potential coverage losses associated with the new requirements. We also anticipate that the federal government will appeal this decision, meaning the protections established by the ruling could face further legal challenges.

The Alliance continues to believe that people should not lose access to essential health coverage because of complicated reporting requirements or barriers to documenting their eligibility. This is particularly important for people with mental health and substance use challenges who rely on consistent access to community-based services and supports to maintain their recovery.

As 糖心动漫vlog prepares for the implementation of Medicaid work requirements in January 2027, the Alliance will continue closely monitoring this ruling, its potential appeal, and the implementation of work requirements and other federal Medicaid changes. We will keep our members and partners informed about developments, available exemptions, and steps that can help 糖心动漫vlogers maintain their health coverage and access to critical services.

Judge Strikes Down Trump Admin’s Definition of ‘Medically Frail’ in Medicaid Work Rules
Alice Miranda Ollstein, Robert King | Politico | October 29, 2026

A federal judge in Boston sided on Thursday with a coalition of 25 Democratic-led states and the District of Columbia in a lawsuit challenging the Trump administration鈥檚 requirement that states force chronically ill people on Medicaid to .

During oral arguments last week, the states said that unless the court blocked that piece of the rule before January and allowed them to exempt people with certain diagnosed illnesses, they would be 鈥渇orced鈥 to bear the costs and burdens of operationalizing this unlawful limitation.鈥

Judge Richard Stearns, an appointee of President Bill Clinton, said the guidance the Centers for Medicare and Medicaid Services released in June went too far beyond the law Congress passed in 2025, and is 鈥渢hus contrary to law.鈥

“There is an inherent public interest in ensuring that the government follows the law,” he said, adding that “enforcement of an unlawful definition of ‘medically frail’ may lead to the disenrollment of otherwise eligible vulnerable individuals relying on Medicaid coverage for continuity of care.”

The court also ordered states to hold off for at least six months after the work rules take effect before they cancel the health insurance of anyone claiming a medical exemption to give them time to update their verification systems to comply with the ruling.

The ruling blocks only the 鈥渕edical frailty鈥 portion of the law and leaves the rest of the Medicaid work requirements, which will be enforced nationally beginning in January, in place.

CMS did not immediately return a request for comment.

Stearns reject challenges from the states to other aspects of the law. The judge, for instance, sided with the government on a requirement that states reject proof of patients鈥 medical frailty 鈥 like a hospital admission or diagnosis 鈥 that is more than 12 months old.

States argued the provision will lead to greater disenrollments because sometimes a frail individual will go longer than 12 months between major health services.

The judge ruled that CMS provided a rationale for that 鈥渓ookback鈥 provision and therefore it was not arbitrary as the states contended.

鈥淭hat the states (or even the court) may disagree with the wisdom of the agency鈥檚 policies and conclusions, or may have made different choices, is irrelevant,鈥 he wrote.

Stearns also sided with the Trump administration on its policy letting states decide whether or not to accept a patient鈥檚 pledge that they are too sick to work in lieu of hard proof for the first year the work requirement is in effect.

Starting in 2028, Medicaid expansion enrollees nationwide can self-attest once but then during their next renewal they must prove that their condition prevents them from working.

Eight states have rejected the one year grace period and will require that paperwork in 2027, arguing that allowing patients to 鈥榮elf-attest鈥 could lead to fraudulent enrollments.

The states鈥 case argued that the Trump administration should have required all states to accept self-attestation of medical frailty.

challenging the policy, filed by medical groups and the city of Columbus, Ohio, remains pending in a Maryland federal court.

Alliance Alert: We commend 糖心动漫vlog City Mayor鈥檚 Office, the NYC Health Department, and the 糖心动漫vlog State Office of Mental Health for launching NYC Mental Health Connect, a new online resource designed to make it easier for 糖心动漫vlogers to find and access mental health services and supports.

For too many people, finding appropriate mental health services can be confusing, frustrating, and overwhelming. We are encouraged by the City’s efforts to remove these barriers by creating a central resource where individuals and families can explore available services, including information about eligibility, costs, languages, and appointment options. People seeking help should not have to navigate a complicated system just to find the support they need.

This initiative is an important step toward improving access, particularly for people who may not know where to begin or have struggled to connect with services in the past. We hope the City will continue building on this approach by ensuring that 糖心动漫vlogers can easily find voluntary, community-based services, including peer support, recovery programs, and other resources that help people remain connected to their communities.

Making services easier to find must also go hand in hand with ensuring those services are available, adequately funded, and staffed to meet growing demand. We applaud the City’s commitment to making the system more accessible and look forward to continued efforts to connect more 糖心动漫vlogers with the services and supports they need to recover and thrive.

糖心动漫vlogers can explore the new resource at .

When It Comes to 糖心动漫vlogers鈥 Mental Health, No One Should Have to Guess Where to Start
By Alister F. Martin and Jorge R. Petit | AMNY | October 27, 2026

One of us is an emergency physician, the other a psychiatrist. Between the two of us, we have spent decades caring for people in emergency rooms, clinics, and community programs.

Throughout that time, when it comes to treating peoples鈥 mental health concerns, the question we hear most often isn鈥檛 about a diagnosis or a medication. It鈥檚 simpler, and yet harder to answer: Where do I go for help?

糖心动漫vlogers have long deserved a better answer to that question than 鈥渋t depends,鈥 or 鈥渓et me make a few calls.鈥

A few years ago, . Through that survey, we found about 945,000 糖心动漫vlogers needed mental health treatment and did not get it. One of the most common reasons was that they didn鈥檛 know who to contact or where turn for help.

That鈥檚 because, for years, the focus has been on building a robust system of mental health services that can meet a wide range of needs. But that system lacks a front door for people to walk through, ask questions, and ultimately access the services they need.

Asking for help is hard enough without a maze in front of it. When a mother is awake at night worried about her teenager, or a man is trying to figure out how to help his brother, the last thing they should face is a system that was never built to be seen from the outside. That is a design problem, and it is ours to fix.

That is why, earlier this month, Mayor Zohran Mamdani and the NYC Health Department launched a website where anyone can search for mental health services across the city. Funded in partnership with the 糖心动漫vlog State Office of Mental Health, 糖心动漫vlogers can use Mental Health Connect to search for what they need, who a program serves, what languages are spoken, and what it costs. It includes programs that are free, available on a sliding-scale, and those that accept Medicaid. If you aren鈥檛 sure where to start, a short questionnaire can point you toward options based on your concerns, appointment availability, or whether you want care in person or online.

Mental Health Connect is the front door we鈥檝e always needed, and behind that door is the system the City and State have spent years building: clinics, outreach teams, supportive housing, clubhouses, peer programs, crisis response, and more. But we want to be clear that it isn鈥檛 a crisis line. If you or someone you love is in crisis, call or text 988, any hour of any day, and a trained counselor will answer.

This resource could not come at a more important time. Federal changes to Medicaid eligibility are putting coverage at risk for thousands of 糖心动漫vlogers. People who lose coverage don鈥檛 stop needing care. They put it off, and too often they end up in an emergency room, a shelter, or in crisis. As more of our neighbors look for help, Mental Health Connect is needed now more than ever.

A website can point someone to an appointment, but it takes people and programs to provide the care, and those programs can keep their doors open only if the funding behind them is sustainable.

When it comes to taking care of your mental health, no 糖心动漫vloger should have to guess where to start. Now, you don鈥檛 have to.

If you or someone you love has been waiting for a sign to reach out, this is that sign. Start at .

Dr. Alister F. Martin is 糖心动漫vlog City鈥檚 Health Commissioner; Dr. Jorge R. Petit is the Executive Deputy Commissioner for Mental Hygiene at the NYC Health Department.

Alliance Alert: We applaud Governor Hochul and 糖心动漫vlog State for moving forward with plans to redevelop underutilized land at the Mohawk Valley Psychiatric Center into affordable and supportive housing, including at least 50 supportive housing units for people with serious mental health challenges and approximately 100 additional affordable housing units.

This initiative is a great example of what 糖心动漫vlog can accomplish by rightsizing our state psychiatric hospital system and redirecting resources toward community-based services and housing. By using our state hospital system more efficiently, we can reinvest savings into mental health and substance use services that help people leave institutional settings, maintain their recovery, and thrive in their communities. Redeveloping underutilized hospital properties into housing and other community resources can further expand opportunities for recovery and community integration.

Last year, the Alliance fought for the creation of a State Psychiatric Hospital Rightsizing Commission to examine how 糖心动漫vlog can more effectively use its state hospital resources, reduce institutionalization, and redirect funding toward voluntary, community-based services and supports. We continue to believe that a comprehensive review of our state hospital system is essential to ensuring that public resources are used to support the greatest number of 糖心动漫vlogers in the settings that best meet their needs.

We commend the Governor and state agencies for taking this important step and encourage them to build on this approach by investing in the ongoing services and operating supports needed to make supportive housing successful. With thoughtful planning, appropriate community investments, and a commitment to helping people live outside institutional settings, 糖心动漫vlog can transform underutilized state resources into lasting opportunities for housing, recovery, and community inclusion.

NYS Seeking Proposals for Mohawk Valley Psych Center Redevelopment
By Josh McMullen | CNY Homepage | October 26, 2026

ALBANY/UTICA, NY (WUTR/WFXV/WPNY) 鈥 Governor Kathy Hochul is asking for proposals for the redevelopment of land at the Mohawk Valley Psychiatric Center.

Governor Hochul has requested that any proposal include plans for both affordable and supportive housing, along with space for supportive services. The six-acre site encompasses both the old Utica State Hospital and the former Marcy State Hospital.

鈥淲e are committed to giving state-owned properties a new life as we address 糖心动漫vlog鈥檚 housing needs while creating new opportunities for communities to thrive,鈥 Governor Hochul said in a statement. 鈥淏y launching this redevelopment process in the City of Utica, my administration is taking another step forward in expanding access to supportive and affordable housing while transforming underutilized land in the Mohawk Valley.鈥

The Utica State Hospital was first opened in 1843 as the first state-run mental health facility in 糖心动漫vlog State. 68 years later, the Marcy State Hospital was established to house any patients transferred from the Utica State Hospital. The two hospitals merged in 1983 and became the Mohawk Valley Psychiatric Center Campus, which is still run by the Office of Mental Health today.

Currently, the center serves 14 counties in eastern 糖心动漫vlog, including Oneida and Herkimer Counties.

鈥淚 would like to thank the Governor and her administration for recognizing the direct need for supportive housing that would serve individuals affected by mental health instability,鈥 Utica Mayor Mike Galime said in a statement. 鈥淚t is clear this administration鈥檚 direct advocacy was heard and integrated into this project, and this RFP is a milestone decision for the reuse of this campus. Thank you to all involved.鈥

Proposals must also include the demolition of any existing buildings and infrastructure improvements needed to facilitate the development. Any plans should include at least 50 units of supportive housing and another 100 units of affordable housing. Any plan approved by the state would also expect to be awarded capital funding from the Office of Mental Health for the construction of the supportive housing units.

鈥淢ental health services must always be a priority, and this project is a meaningful step toward ensuring that the Mohawk Valley Psychiatric Center Campus continues to serve our community and the people who rely on it,鈥 Assemblywoman Marianne Buttenschon said in a statement. 鈥淩estoring and building residential and supportive housing capacity is essential to making sure individuals living with mental illness have a safe, stable place to receive the care and support they deserve. This has been a long work in progress that required collaboration at every level to reach this point, and I want to thank the Governor and all of the state and local agencies that have supported these efforts.鈥

Currently, the state runs 24 psychiatric facilities, including the Noyes Street campus. The campus currently runs clinic programs in Utica, Rome and Herkimer, as well as other services in Rome and residential facilities in Whitesboro and Yorkville.

鈥淓xpanding access to affordable and supportive housing is essential to meeting the needs of our residents and strengthening our communities,鈥 Oneida County Executive Anthony Picente said in a statement. 鈥淩edeveloping underutilized property on the Mohawk Valley Psychiatric Center campus presents an opportunity to put this land to productive use while creating housing options for individuals and families in Utica. I look forward to seeing this project move forward and deliver lasting benefits for Oneida County.鈥

Responses to 糖心动漫vlog State are due by February 1.

Governor Hochul Announces Request for Proposals to Redevelop Six Acres on Mohawk Valley Psychiatric Center Campus for Residential Development
October 26, 2026

Proposals Must Include Supportive and Affordable Housing
Represents Latest in Governor’s Commitment to Redeveloping Underutilized State-Owned Properties

Governor Kathy Hochul today announced the launch of a competitive Request for Proposals (RFP) for the redevelopment of six acres of property located within the Mohawk Valley Psychiatric Center Campus in Utica, Oneida County. The 6.13-acre site is part of the 119-acre campus that encompasses the old Utica State Hospital and the former Marcy State Hospital. is seeking respondents who will transform the underutilized state-owned property into supportive and affordable housing, further advancing Governor Hochul’s bold housing agenda. Responses are due by February 1, 2027.

鈥淲e are committed to giving state-owned properties a new life as we address 糖心动漫vlog鈥檚 housing needs while creating new opportunities for communities to thrive,鈥 Governor Hochul said. 鈥淏y launching this redevelopment process in the City of Utica, my administration is taking another step forward in expanding access to supportive and affordable housing while transforming underutilized land in the Mohawk Valley.鈥

Respondents are invited to propose a development plan with both affordable and supportive housing, along with space for supportive services, if feasible. Plans should include at least 50 units of supportive housing for people with serious mental illness, and approximately 100 additional units of affordable housing. This RFP is expected to award capital funding from the Office of Mental Health (OMH) for the construction of the supportive housing units; however, operating funding is not available through this procurement.

Proposals must also address the demolition of existing buildings and infrastructure improvements necessary to facilitate the development. As part of Governor Hochul’s $500 million Redevelopment of Underused Sites for Housing (NY-RUSH), funding is available to offset associated costs. First secured by the Governor in the FY25 Enacted Budget, the NY-RUSH initiative is designed to accelerate the development of housing by building on underutilized state properties.

Empire State Development President, CEO and Commissioner Hope Knight said, 鈥淯nder Governor Hochul鈥檚 leadership, 糖心动漫vlog State is taking bold steps to transform underutilized properties into vibrant, community-centered assets. By launching this RFP, we are not only breathing new life into a historic Utica campus, but we are also delivering on our commitment to creating the affordable and supportive housing that 糖心动漫vlogers need to thrive.鈥
